Bilateral relations between

the Republic of Azerbaijan and the State of Qatar

A brief historical information

The diplomatic relations between the Government of the Republic of Azerbaijan and the Government of the State of Qatar was established on September 14, 1994. The Embassy of The Republic of Azerbaijan to the State of Qatar and the Embassy of the State of Qatar to the Republic of Azerbaijan were opened in 2007.

On February 20, 2019 the Second Meeting of the Joint Economic, Trade and Technical Commission was held between the Government of the Republic of Azerbaijan and the Government of the State of Qatar in Doha, and the protocol of the Commission was signed at the end of the meeting. Minister of Emergency Situations of the Republic of Azerbaijan Mr. Kamaladdin Heydarov headed the Commission from the side of the Republic of Azerbaijan.

On April 11, 2019 Secretary to the Emir for Security Affairs, Mohammed Bin Ahmed Abdullah Al Misnad visited Azerbaijan.

On July 19-20, 2019 the Minister of Municipality and Environment of the State of Qatar H.E. Mr. Abdullah bin Abdulaziz Al Subai visited the Republic of Azerbaijan. During the visit, the minister had bilateral meetings with his counterparts and received by the President of the Republic of Azerbaijan.  

On October 20-23, 2019 the State Minister for Foreign Affairs of the State of Qatar H.E. Mr. Sultan bin Saad Al Muraikhi participated at the NAM Summit held in Baku, the Republic of Azerbaijan.

On November 4, 2019 the Minister of Foreign Affairs of the Republic of Azerbaijan H.E. Mr. Elmar Mammadyarov paid a working visit to the State of Qatar to participate OIC Somali Contact Group meeting. During the visit the minister H.E. Mr. Elmar Mammadyarov met with his counterpart Deputy Prime Minister and Minister of Foreign Affairs of the State of Qatar H.E. Sheikh Mohammed bin Abdulrahman Al Thani.

On November 19, 2019 the President of the Republic of Azerbaijan H.E. Mr. Ilham Aliyev received the credential of the Ambassador of the State of Qatar to the Republic of Azerbaijan H.E. Mr. Faisal bin Abdullah Al Hinzab.

On December 1, 2019 the first round of Political Consultation between the Republic of Azerbaijan and the State of Qatar was held in Doha. The meeting was chaired by the Deputy Minister of foreign affairs of the Republic of Azerbaijan Mr. Ramiz Hasanov and the State Minister for Foreign Affairs of the State of Qatar Mr. Sultan bin Saad Al Muraikhi. 

On February 10, 2020 the Chairman of the State Committee on Work with Diaspora of the Republic of Azerbaijan, Mr. Fuad Muradov visited Qatar.

Inter-parliamentary relations

The head of Azerbaijan-Qatar inter-parliamentary working group is the member of the Parliament (Milli Majlis) of the Republic of Azerbaijan Tahir Rzayev.

Economic cooperation

After the establishment of the diplomatic relations between the Republic of Azerbaijan and the State of Qatar the bilateral relations in a number of fields of which economic and trade cooperation started to develop.

In 2016, Joint Economic, Trade  and Technical Intergovernmental Commission between the Republic of Azerbaijan  and the State of Qatar was established and the first meeting of the Commission held in Azerbaijan on January 31, 2017. On February 20, 2019, the second meeting of the Joint Economic, Trade and Technical Commission between the Government of the Republic of Azerbaijan and the Government of Qatar was held in Doha.

From Azerbaijani side Minister of Extraordinary Situations Kamaladdin Heydarov and from Qatari side Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani co-chair the Joint Intergovernmental Commission.

The bilateral agreements signed between the two countries in the field of economy, of which “Economic, trade and  technical cooperation agreement between the Governments of the Republic of Azerbaijan and the State Qatar”, “Memorandum of Understanding on tourism cooperation between the Government of the Republic of Azerbaijan and the State of Qatar”, “Agreement on promotion and mutual protection of investments between the Government of the Republic of Azerbaijan and the State of Qatar”, “Avoidance of double taxation with respect to taxes on income and the prevention of tax evasion agreement between the Government of the Republic of Azerbaijan and the State of Qatar”, “Memorandum of Understanding for cooperation in the field of agriculture between the Government of the Republic of Azerbaijan and the Government of the State of Qatar”, “Agreement between the Government of the Republic of Azerbaijan and the Government of the State of Qatar on establishment of Joint Economic, Trade and Technical Commission” and other documents in the economic area define the major directions of economic cooperation between the Governments of the Republic of Azerbaijan and the State of Qatar.

On February 20, 2019 Joint Working Group on Investment between the Republic of Azerbaijan and the State of Qatar was established. On October 16, 2019, the first meeting of the Joint Working Group on Investment between the Republic of Azerbaijan and the State of Qatar was held in Baku.

Cultural cooperation

On 30 November, 2004 “Agreement on cooperation in the field of culture and art between the Government of the Republic of Azerbaijan and the Government of the State of Qatar” was signed in Doha.

On 6-11 June, 2009 the Culture Days of Qatar were held in the Republic of Azerbaijan for the first time. The Qatari delegation consisting of 58 people from artists and cultural figures headed by Qatar’s National Council for Culture, Arts and Heritage Secretary-General Mr. Mubarak bin Nasser Al-Khalifa attended the event.

On 1-4 June, 2010 the first Culture Days of Azerbaijan were held in the State of Qatar. The Azerbaijani delegation consisting of for about 150 people led by the Minister of Culture and Tourism of Azerbaijan Mr. Abulfas Garayev visited Qatar to attend Days of Azerbaijani Culture.

In the Framework of Azerbaijani Culture Days, the audience watched a concert program by Azerbaijan’s Group of Musical Instruments and State Dancing Group, as well as “Leyli and Majnun” opera performed by the Azerbaijan State Academic Opera and Ballet Theatre artists.

On April 4-5, 2016, the delegation headed by Minister of Culture and Tourism of the Republic of Azerbaijan Mr. Abulfas Garayev visited Qatar.

On April 27, 2016, the Deputy Prime Minister of the State of Qatar, Mr. Ahmed bin Abdullah Al Mahmud visited Azerbaijan to attend the 7th Global Forum of the United Nations Alliance of Civilizations. Mr. Ahmed bin Abdullah Al Mahmud was received by the President of the Republic of Azerbaijan H.E. Mr. Ilham Aliyev.
